TAUGHI

1. Introduction and Project Scope

1.1. Objectives

Prevent, mitigate, and manage all environmental and social impacts generated during the construction phase.
Establish clear accountability, roles, and responsibilities for environmental and social performance across all contractors and sub-contractors.
Ensure compliance with national laws, IFC Performance Standards, and project-specific Environmental and Social Impact Assessment (ESIA) commitments.
Implement a monitoring and reporting system that provides transparent, auditable data to regulators, investors, and stakeholders.

2. Water Resources Management

The primary goal is to maintain the quality and quantity of both surface and groundwater resources.

3. Air Quality and Dust Control

Management of particulate matter (dust) and emissions from mobile and stationary sources.

3.1. Dust Suppression

Apply water or approved non-toxic dust suppressants to unpaved roads and active work areas.
Enforce speed limits on site roads to reduce dust generation.
Cover all material haul trucks when transporting fine materials.

3.2. Vehicle and Equipment Emissions

Ensure all mobile equipment is regularly serviced and meets national emission standards.
Use ultra-low sulfur diesel fuel where available.
Implement anti-idling policies.

4. Biodiversity and Ecosystem Protection

Minimizing impacts on flora, fauna, and their habitats throughout the construction phase.

4.1. Habitat Protection

Clearly demarcate and enforce no-go zones for all areas of high biodiversity value.
Implement erosion and sediment control measures to protect downstream water bodies.
Prohibit hunting, fishing, and collection of flora/fauna by the workforce.

4.2. Rehabilitation

Implement progressive re-vegetation of all temporarily disturbed areas using native species.
Establish a nursery for indigenous plants prior to commencing land clearing.
Monitor rehabilitation success against defined ecological criteria.

5. Waste and Hazardous Materials Management

Systematic control of all waste streams to prevent soil and water contamination.

5.1. Non-Hazardous Waste

Implement a strict waste segregation system at source (organic, recyclable, residual).
Maintain records of all waste generated, transported, and disposed of.
Partner only with licensed waste contractors for off-site disposal.

5.2. Hazardous Waste and Chemicals

Store all hazardous materials in bonded, impermeable areas with secondary containment.
Maintain current Material Safety Data Sheets (MSDS) for all chemicals on site.
Establish a clear spill response protocol with strategically placed spill kits.

6. TSF Management

Ensuring the structural integrity and safe operation of the Tailings Storage Facility during construction.

6.1. Design and Stability

Construct all TSF elements strictly according to the engineered design and specifications.
Implement comprehensive quality control during construction, including material testing and compaction verification.
Ensure all foundation preparations meet geotechnical requirements.

6.2. Monitoring and Surveillance

Install all geotechnical instruments (piezometers, settlement plates) as per the design.
Establish baseline readings and implement a regular monitoring schedule with automated alerts.

7. Emergency Response and Contingency Planning

Preparedness for environmental and safety emergencies during construction.

7.1. Key Emergency Scenarios

TSF failure or uncontrolled release of tailings.
Significant spills of hazardous materials or chemicals.
Extreme weather events (floods, severe storms).
Wildfires or other natural disasters.

7.2. Response and Reporting

Maintain a fully equipped Emergency Response Team (ERT) on site at all times.
Conduct regular emergency drills involving all site personnel and local emergency services.
Establish a clear incident reporting hierarchy with immediate notification to regulatory authorities for reportable events.

8. Closure and Post-Mining Land Use

Integrating closure planning into construction activities to ensure long-term environmental and social sustainability.

8.1. Closure Planning

Develop a preliminary Closure Plan that is updated throughout the mine life.
Establish financial provisions for closure and post-closure monitoring from the start of operations.

8.2. Final Landform and Stability

Design final landforms to be geotechnically stable and erosion-resistant.
Establish a sustainable post-closure land use in consultation with local communities.
Implement long-term water management systems for the post-closure period.
